Eva M. Witesman, Ph.D. is an expert in strategic planning and evidence-based innovation, including a full range of quantitative and qualitative program evaluation tools, techniques and practices. She focuses her work on the public and nonprofit sectors, seeking to improve public outcomes through data-informed management.

Dr. Witesman provides consulting services to government and nonprofit agencies. In addition to contracted work on special projects, her consulting services include workshops, strategic planning sessions, and professional training presentations. Through her faculty appointment in the MPA program at Brigham Young University, she provides pro-bono evaluation and analysis services to select community partners.
